भारतीय उद्योग व्यापार मण्डल की राष्ट्रीय कार्यकारिणी समिति, देश की विभिन्न व्यापारी एसोसियेशनों के अध्यक्ष, महामंत्री एवं विशेष आमंत्रित शीर्ष व्यापारी प्रतिनिधियों की एक बैठक सोमवार दिनांक 04 जून को कान्सट्ट्यिूशन क्लब के डिप्टी चैयरमेन हॉल, रफी मार्ग नई दिल्ली में बुलाई गई है। इस बैठक में विशेष रूप से खाद्य सुरक्षा एंवम मानक कानून 2006 व खुदरा व्यापार क्षेत्र में प्रत्यक्ष विदेशी पूंजी निवेश की अनुमति आदि अन्य निम्न बिन्दुओं पर विचार होगा।

राष्ट्रीय कार्यकारिणी समिति कॉसटिट्यूशन क्लब, नई दिल्ली

भारतीय उद्योग व्यापार मण्डल की राष्ट्रीय कार्यकारिणी समिति की एक आपातकालीन बैठक सोमवार दिनाँक 12 दिसम्बर 2011 को कॉस्टीट्यूशन क्लब, नई दिल्ली में सम्पन्न हुई जिसमें हरियाणा, उत्तर प्रदेश आन्ध्र प्रदेश, तमिलनाडु, केरल, बिहार, पंजाब एवं दिल्ली प्रदेशों के 47 प्रतिनिधियों ने भाग लिया।

बैठक के प्रथम सत्र का शुभारंभ करते हुए राष्ट्रीय अध्यक्ष श्री श्याम बिहारी मिश्र ने कहा कि व्यापारिक समाज के दबाव एवं अधिकांश प्रतिपक्ष के भारी विरोध के चलते एफडीआई को फिलहाल स्थगित कर दिया है जोकि कभी भी ठण्डे बस्ते से बाहर आ सकता है अतः हमें जागरूक रहते हुए आंदोलन को ढीला नहीं छोड़ देना चाहिये। 9 दिसम्बर को वाणिज्य मंत्री श्री आन्नद शर्मा से इस विषय पर हमारी बातचीत हुई। मंत्री महोदय ने एफडीआई को लेकर एक समिति गठित करने का प्रस्ताव रखा जिसमें तीन प्रतिनिधि व्यापारी वर्ग के रहेंगे। मैंने उनसे साफ तौर पर कहा कि एपफडीआई की वापसी से कम हमें कोई बात स्वीकार नहीं है। आज व्यापारी एकता की सबसे ज्यादा जरूरत है। यदि एफडीआई का निरन्तर विरोध नहीं किया गया तो सरकार हमारी राहों में कांटे बिछा देगी। श्री मिश्र ने केरल से आये श्री एम.के.नायर व तमिलनाडु से आये श्री टी. वैलियन के अथक प्रयासों की सराहना की।
सभा का संचालन करते हुए वरिष्ठ महामंत्री श्री विजय प्रकाश जैन ने बीयूवीएम द्वारा एक दिसम्बर को हुए सफल भारत व्यापार बंद की सपफलता के लिये देश के समस्त व्यापारी वर्ग व विपक्ष के सभी दलों के सहयोग व अनुमोदन की सराहना करते हुए धन्यवाद दिया। उन्होंने कहा कि आज खाद्य सुरक्षा एवं मानक कानून व्यापारियों के लिये एक नये फांसी के फन्दे व उत्पीड़न के रूप में हमारे सामने है। इसके कड़ें विरोध के लिए व्यापारी वर्ग को तैयार होना होगा। श्री जैन ने पिछली तीन बैठकों की कार्यवाहियां पढ़कर सुनाई जिन्हें सर्व सम्मति से स्वीकृत किया गया। ततपश्चात् सभी आमंत्रित प्रतिनिधियों को अपने अपने विचार रखने के लिये आग्रह किया।
श्री ओम प्रकाश जैन अध्यक्ष Delhi Grain Merchant Association ने कहा कि एफ डी आई विषबेल है जो हम किसी भी सूरत में स्वीकार नहीं करेंगे। श्री प्रेम अरोड़ा प्रधान किराना कमेटी ने कहा कि खारी बावली एवं दिल्ली की सभी व्यापारिक संस्थायं इस मुहिम में तन-मन-धन से आपके साथ है। श्री सुशील गोयल प्रधान केमिकल मर्चेन्ट एसो. दिल्ली ने कहा कि केन्द्र सरकार वायदा व्यापार, जीएसटी व एपफडीआई जैसे काले प्रावधान एक के बाद एक थोपे जा रही है जिससे करोड़ों व्यापारी बेरोजगार हो जायेंगे। इन कानूनों के विरोध के लिये पर्याप्त धनराशि की आवश्यकता है। इसके साथ ही उन्होंने 11000/- रुपये के अनुदान की घोषणा की। उन्होंने सदस्यता अभियान चलाने पर भी जोर दिया।
श्री धमेन्द्र शर्मा, इंडिया एफ डी आई वॉच ने एफ डी आई पर विस्तृत जानकारी सदन को देते हुए बताया कि वालमार्ट, टेस्को, मेट्रो एवं कारफूर जैसी विदेशी रिटेल कम्पनियां विश्व की खपत का बहुत बड़ा हिस्सा है कि एफ डी आई पर सरकार के निर्णय का सड़क से लेकर संसद तक विरोध हुआ। हमें भाजपा, तृणमूल कांगे्रस, डीएमके, एडीएमके, बीएसपी, सपा व माकपा आदि सभी पार्टियों का धन्यवाद करना है और अपना दबाव निरन्तर बनाये रखना है क्योंकि एफडीआई पर निर्णय स्थगित किया गया है किन्तु वापस नहीं लिया गया है।
श्री शिवकुमार जैन ;हरियाणा ने कहा कि श्री मिश्रा जी ने फौरन कदम उठाते हुए 01 दिसम्बर को भारत व्यापार बंद कराया जोकि अभूतपूर्व रूप से सफल रहा। जहां-जहां जागरूकता की कमी है वहां-वहां व्यापारियों को जागरूक किये जाने की आवश्यकता है।
श्री एम. आर. विरमानी, दिल्ली ने कहा कि देश के करोड़ों व्यापारी अपने प्रयासों के बलबूते पर देश की वितरण व्यवस्था संभाले हुए हैं। इन लोगों को खाली बैठाने का षड़यंत्र बर्दाश्त नहीं किया जायेगा।
श्री टी.वेलियन, तमिलनाडु ने बताया कि देश के साथ-साथ तमिलनाडु में भी भारत व्यापार बंद पूरी तरह रहा। तमिलनाडु के पांच हजार व्यापारी आगामी 22 फरवरी को संसद के घेराव में शामिल होगें। सरकार व्यापार विराधी नीतियां हम पर न थोपें। यूपीए सरकार आंखे बंद करके बहुराष्ट्रीय कम्पनियों के बिचोलिये का काम कर रही है। भारत व्यापार बंद एक सही समय पर लिया गया उचित निर्णय था। हमें जनता को भी बताना चाहिये कि हम एफडीआई का विरोध क्यों कर रहे हैं। श्री ज्ञानचंद गुप्ता दिल्ली ने कहा कि सारे भारत के व्यापारियों ने एक जुटता का प्रमाण दिया है।
श्री बाल किशन अग्रवाल, हरियाणा ने कहा कि न जाने क्यों सरकार खुदरा व्यापार में विदेशी निवेशकों को उतार रही है। हमारी अपनी वितरण व्यवस्था 121 करोड़ जनता की आवश्यकता की पूति करने में सक्षम है। काला धन, महंगाई, भृष्टाचार घुन की तरह देश को खोखला कर रहे हैं। प्रस्तावित 22 फरवरी को भारी संख्या में संसद का घेराव होना चाहिए।
श्री प्रदीप कुमार, दिल्ली ने कहा कि एफ डी आई विरोधी आंदोलन के लिये हैण्ड बिल, पोस्टर, बैनर आदि प्रचार समाग्री के माध्यम से जन जागरण की आवश्यकता है। मीडिया के माध्यम से भी हमारी बाते आम जनता तक पहुंचनी चाहिये। वायदा व्यापार पूरी तरह से जुआ व सट्टा है। जिस पर पूर्णतः प्रतिबंध लगना चाहिये।
श्री ज्ञानचन्द वार्षेण्य (यूपी) ने कहा कि आम व्यापारी भी एफ डी आई के दोषों से अनभिज्ञ है। उसे भी सम्पूर्ण जानकारी देने की आवश्यकता है।
श्री कैलाश गुप्ता, दिल्ली ने कहा कि दिल्ली में देश के कोने-कोने में व्यापारी आते हैं और यहां की सभी प्रकार गतिविधियों का संदेश लेकर आते हैं। अतः जागरूकता व साक्षरता अभियान प्रांरभ किये जाने की जरूरत है। बैठक में पारित प्रस्तावों पर अमल होना चाहिये।
श्री राधेश्याम शर्मा, दिल्ली ने कहा कि भारत कृषि व व्यापार उद्योग प्रधान देश है। सरकार ने आज तक विकास की ओर कभी भी ध्यान नहीं दिया बल्कि अब विदेशी निवेशकों को सौंपने की तैयारी है। इसे देश किसी भी स्थिति में स्वीकार नहीं करेगा।
श्री एम.के.नायर, केरला ने कहा कि राष्ट्रपिता महात्मा गांधी के आदर्शो के विपरीत सरकार भारत के व्यापार में बहुराष्ट्रीय कम्पनियों को उतार रही है। गांधी जी ने Quit India का नारा दिया था, जबकि सरकार Welcome in India का नारा दे रही हैं यह देश हमारा है यहां गलत काम नहीं होने देगें। सरकार का कहना कि विदेशी हमें नौकरियां देंगें व महंगाई कम करेंगे, यह सरासर धोखा है। हम एफडीआई को केरल में नहीं आने देगें। हमने केरल के लोगों को जागरूक करना शुरू कर दिया है। हमने 22 फरवरी 2012 को जन्तर मंतर से संसद तक मार्च निकालने का निर्णय लिया है। हमने चलो दिल्ली का नारा दिया है। उस दिन हम सरकार को अपनी संगठन शक्ति दिखा देगें। दिल्ली वाले भी इसमें शमिल हों। खाद्य सुरक्षा कानून व्यापार विरोधी है इसकी धारायें व्यापार विरोधी है। इसमें बहुत ज्यादा जुर्माना व जेल के प्रावधान है। इससे भृष्टाचार बढ़ेगा। व्यापारी दुकानें बंद करने पर मजबूर हो जायेंगे।
श्री जे.एस.सचदेवा, बिहार / पंजाब ने कहा कि मैं भारतीय उद्योग व्यापार मण्डल के साथ तन-मन-धन से हूँ। हमने मिश्रा जी के आहवान पर 01 दिसम्बर को पंजाब में बंद रखा जो पूर्ण सफल रहा। लुधियाना व पटना में एफडीआई के पुतले जलाये। यह मैं मानता हूँ कि विदेशी हमें क्वालिटी तो देंगे। हमारी क्वालिटी बनाने की क्षमतायें कम है। हमें इस ओर ध्यान देना चाहिये। पिछली मीटिंग में पास हुए प्रस्तावों पर क्या कार्यवाही हुई इसकी जानकारी हमें नही दी गई।
तदुपरान्त बैठक में प्रस्तावों को पढ़कर सुनाया गया और वह सर्वसम्मति से पास हुए।
अंत में श्री मनोहर लाल कुमार ने सभी व्यापारियों का धन्यवाद किया।

पारित प्रस्ताव : बैठक राष्ट्रीय कार्यकारिणी समिति
भारतीय उद्योग व्यापार मण्डल, सोमवार दिनाँक 12 दिसम्बर 2011

प्रस्ताव संख्या 1 - बाबत धन्यवाद राजनीतिक दल एवं व्यापारिक वर्ग
भारतीय उद्योग व्यापार मण्डल की यह सभा उन सभी व्यापारियों, सांसदों, राजनीतिक दलों का हार्दिक अभिनन्दन करती है जिनके विशेष प्रयत्नों से खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश के निर्णय को सरकार ने फिलहाल स्थगित कर दिया गया है। मण्डल के आवाहन पर भारत भर के व्यापारियों ने दुकानें बंद कर जिस अभूतपूर्व एकता का परिचय दिया है वो सराहनीय है। ससंद के अन्दर भाजपा, बसपा, सपा, वामदल, तृणमूल कांगे्रस, डी.एम.के., ए.डी.एम.के. व अन्य अनेक सांसदों ने सरकार पर दबाव बनाकर प्रत्यक्ष विदेशी निवेश को वापस ठण्डे बस्ते में डालने के लिए सरकार को मजबूर कर दिया। किन्तु देर-सवैर सरकार इसको दुबारा ला सकती है। अतः व्यापार मण्डल राजनीतिक दलों एवं सासंदों से अपेक्षा करता है कि वो भविष्य में भी इसी प्रकार से व्यापारी समाज का साथ देते हुए एफ डी आई को भारत भूमि पर ना आने दे।
प्रस्ताव संख्याः 2 - प्रत्यक्ष खुदरा व्यापार क्षेत्र में प्रत्यक्ष पंूजी निवेश का विरोध् रहेगा जारी
भारतीय उद्योग व्यापार मण्डल की यह सभा सर्वसम्मति से निश्चय करती है कि एफ डी आई का विरोध् निरन्तर किया जायेगा और उसको किसी भी रूप में भारत भूमि पर नहीं आने दिया जायेगा। इसके लिए निम्नलिखित कार्यक्रम तय किये गए।
(क) सम्पूर्ण देश का व्यापारी समाज एक-एक पोस्टकार्ड प्रधानमंत्री को और एक पोस्टकार्ड यूपीए की चेयरपर्सन सोनिया गांधी को एफडीआई को अस्वीकार करने के विषय में लिखेगा, जिस पर अपनी फर्म की मोहर भी लगायेगा। प्रत्येक राज्य, जिला व नगरों के पदाधिकारी इसकी एक सूची बनाकर केन्द्रीय कार्यालय को भेजेंगे।
(ख) जहां-जहां पर वॉल-मार्ट, कापफूर, टेस्को एवं मैट्रो इत्यादि के होलसेल डिपो खुले हैं वहां पर स्थानीय व्यापार मण्डल व्यापारियों को साथ लेकर महीने में एक बार उनकेे गेट पर प्रातः 10 बजे से सांय 4 बजे तक धरना देगें तथा व्यापारियों और नागरिकों से अपील करती है कि वह वॉलमार्ट के इन विदेशी कम्पनियोंे के डिपो से सीध्े अथवा उनके द्वारा सप्लाई किए गए माल की खरीदारी ना करें अर्थात् उनके सामान का पूर्ण बहिष्कार करें।
(ग) भारतीय उद्योग व्यापार मण्डल की यह सभा निश्चय करती है कि संसद के बजट सत्र के दौरान 22 फरवरी 2012 को सम्पूर्ण देश के व्यापारियों द्वारा संसद के घेराव के लिए एक मार्च जंतर-मंतर से संसद भवन तक किया जायेगा। इसके लिए सम्पूर्ण देश में पोस्टर, हैण्ड बिल, वॉल पेंटिग व छोटी-बड़ी होर्डिंग भी लगाई जायेगीं।
(घ) भारतीय उद्योग व्यापार मण्डल की यह सभा निश्चय करती है कि एफ डी आई के विरोध् में देश के सभी सांसदों, विधयकों एवं सभी राजनीतिक दलों के प्रमुखों को पत्र लिखकर और उनसे भेंट करके संसद व देश में एफ डी आई का विरोध् करने के लिए अनुरोध् करेगी।
(ड़) 20 जनवरी से 20 फरवरी के बीच में देश के प्रदेशों की सभी राजधानियों में व्यापारी किसी भी एक दिन प्रदर्शन करेगा।

प्रस्ताव संख्याः 3 - बाबत् खाद्य सुरक्षा एवं मानक अधिनियम
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार से यह मांग करती है कि खाद्य सुरक्षा अधिनियम पर पुनः विचार करे, इसको व्यवहारिक बनायें तथा ऐसा कानून बनाये कि जिसका पालन किया जा सके और भ्रष्टाचार ना बढ़े। मिलावट रोकने का यह कानून मिलावट को नहीं रोक पायेगा बल्कि नीचे से उपर तक भ्रष्टाचार बढ़ जायेगा।

प्रस्ताव संख्याः 4 - बाबत् भ्रष्टाचार उन्मूलन
देश भर का व्यापारी सरकारी दफ्तरों में व्याप्त भ्रष्टाचार से त्रस्त है। इससे लड़ने के लिए स्वयं व्यापारी अपनी तैयारी करेगा। इसके लिए आवश्यक है कि विभिन्न राज्यों में व्याप्त भ्रष्टाचार की पूर्ण जानकारी व्यापारी अपने प्रदेश कार्यालय और केन्द्रीय कार्यालय को लिखित रूप से भेजें। इसमें उसे किसी भी प्रकार की झिझक नहीं होनी चाहिए क्योंकि उसका नाम उजागर नहीं किया जायेगा। भारतीय उद्योग व्यापार मण्डल उस पर कार्यवाही करेगा। यह सभा व्यापारियों से अपील करती है कि वो स्वाभिमान और अपनी प्रतिष्ठा के विपरीत कोई कार्य ना करे अर्थात पैसा देकर काम कराने की प्रवृति का त्याग करें। इसमें कुछ कठिनाई हो सकती है व कुछ दिक्कतें भी आ सकती हैं परन्तु शान के साथ सिर उठाकर जीने का अपना अलग आनन्द है।
प्रस्ताव संख्याः 5 - बाबत् जीएसटी/वैट कर
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार यह मांग करती है कि प्रस्तावित जीएसटी एकल हो न कि त्रिस्तरीय सीजीएसटी, एसजीएसटी एंव आईजीएसटी। व्यापारी से एक स्तर पर ही रिटर्न ली जाए व एक स्तर पर कर लिया जाये। बाद में राज्य सरकारें अपनी व्यवस्था के अनुसार आपस में वितरित कर लें। वैट कर के माध्यम से भ्रष्टाचार सभी सीमाओं को लांघ गया है इस पर साधिकार समिति तुरंत लॉक लगाए और व्यापारियों को तुरंत वैट रिफण्ड कराने की व्यवस्था सुनिश्चित करते हुए राज्यों को निर्देश जारी करे।
प्रस्ताव संख्याः 6 - बाबत् खाद्यान्न, दलहन व तिलहन पर पूर्णतः कर भार रहित व्यवस्था
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार से मांग करती है कि खाद्यान्न, दलहन, तिलहन पर कोई कर ना लगाया जाये यह वस्तुऐं वैट से कर मुक्त हो तथा मण्डी कमेटी की दर सम्पूर्ण देश में एक समान आध प्रतिशत की जाए। इससे उपभोक्ताओं को सामान सस्ता मिलेगा, किसानों को उनके उत्पादन का उचित मूल्य मिलेगा व महंगाई कम होगी तथा केन्द्र सरकार द्वारा दी जाने वाली सब्सिडी का भार भी कम हो जायेगा।

प्रस्ताव संख्याः 7 - बाबत् वायदा व्यापार उन्मूलन
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार से मांग करती है कि वायदा व्यापार पर पूर्ण प्रतिबंध् लगाया जाये क्योंकि यह जुआ है और इससे देश का हजारों व्यापारी तबाह होकर आत्महत्या कर रहा है। लाटरी की तरह इस पर भी पूर्ण प्रतिबंध् की आवश्यकता है।

प्रस्ताव संख्याः 8 - बाबत् रेहड़ी/पटरी वालों के लिए दुकानों की व्यवस्था एवं राष्ट्रीय हॉकर नीति तुरंत लागू की जाए
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार और योजना आयोग से मांग करती है कि आजादी के बाद छोटे और मध्यम श्रेणी के व्यापारियों के विकास के लिए कोई योजना नहीं बनाई है। व्यापार भी रोजगार देने का एक माध्यम है। आज पूरे देश में अतिक्रमण की भीषण समस्या है। भारत की परिस्थिति के अनुसार यहां बड़े-बड़े मॉल नहीं बल्कि छोटी - छोटी दुकानें बनवाने की जरूरत है। जिसके लिए योजना आयोग और केन्द्रीय सरकार मिलकर ऐसी कोई योजना बनाये जिसमें छोटी 8 x 8 फुट, 8 x 10 फुट, 10 x 12 फुट, 12 x 15 फुट की दुकानें बनायें और लागत मूल्य पर किस्तों में पटरी, फेरी वाला और सड़क पर बैठने वाले दुकानदारों को यह दुकानें आंवटित करें। इससे अतिक्रमण की समस्या का समाधन भी होगा और उपभोक्ताओं को उनकी आवश्यकता के अनुसार वस्तुऐं उपलब्ध् होगीं व बेरोजगारों को रोजगार मिलेगा। इसके लिए विकास प्रध्किरणांें की खाली जगह रेलवे व मिलिट्री व सिचाई विभाग की खाली जमीनों को इस्तेमाल किया जा सकता है।

प्रस्ताव संख्याः 9 - बाबत् स्थापना व्यापारी कल्याण एवं विकास निगम
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार और प्रदेश सरकारों से अपील करती है कि वह केन्द्रीय और प्रांतीय स्तर पर व्यापारी कल्याण निगम की स्थापना करें जो व्यापारियों के कल्याण व उनके व्यापार के विकास के लिए योजना बनायें इसके लिए केन्द्रीय सरकार को सेन्ट्रल एक्साईज, सर्विस टैक्स से प्राप्त राजस्व का एक प्रतिशत प्रतिवर्ष व्यापारी कल्याण निध् िमें देने की व्यवस्था सुनिश्चित करंे। इसी प्रकार विभिन्न प्रदेशों में जो वैट और मण्डी शुल्क से राजस्व प्राप्त हो रहा है उसका एक प्रतिशत भाग अपने-अपने प्रदेशों के व्यापारी कल्याण निध् िको देने की व्यवस्था सुनिश्चित करें, क्योंकि देश का 80 प्रतिशत व्यापारी गरीब और साधरण श्रेणी का है।

प्रस्ताव संख्याः 10 - बाबत् संरक्षण एवं विकास लघु एवं कुटीर उद्योग
भारतीय उद्योग व्यापार मण्डल की यह सभा केन्द्र सरकार से यह मांग करती है कि देश के लघु उद्योग व कुटीर उद्योगों के संरक्षण एवं विकास के लिए विशेष कदम उठाये जाएं। उनको बिजली व ऋण की सुविधाएं दी जाएं। इससे ग्रामीणों का शहर की ओर पलायन रूकेगा, रोजगार के अवसर पैदा होगें, महंगाई पर अकुंश लगेगा व देश का उत्पादन बढ़ेगा।

प्रस्ताव संख्याः 11 - बाबत् व्यापारी क्रेडिट कार्ड़ योजना
भारतीय उद्योग व्यापार मण्डल की यह सभा सरकार व योजना आयोग से मांग करती है कि देश के छोटे व मध्यम श्रेणी के व्यापारियों के लिए बैंकों के द्वारा ट्रेडर्स क्रेडिट कार्ड बनाने की व्यवस्था सुनिश्चित करें ताकि छोटे व मध्यम श्रेणी के व्यापारियों को ऋण की सुविधा प्राप्त हो सके और वो अपने व्यापार का विकास कर सकें।

प्रस्ताव संख्याः 12 - बाबत् सदस्यता अभियान
भारतीय उद्योग व्यापार मण्डल की यह सभा सर्वसम्मति से निश्चय करती है कि एक लम्बे समय से सदस्यता अभियान रूका हुआ है। अतः 01 जनवरी 2012 से विशाल सदस्यता अभियान चलाया जायेगा तथा इसमें देश के सभी पदाधिकारी रूचि लेकर भाग लेगें।
 

Minutes of the meeting of Executive Committee of Bhartiya Udyog Vyapar Mandal Held on Monday 12 December 2011 at New Delhi

An emergency meeting of Executive Committee of Bhartiya Udyog Vyapar Mandal was Held at Constitution Club, New Delhi on Monday 12 Dec. 2011 wherein 47 delegates  participated from Haryana, Uttar Pradesh, Andhra Pradesh, Tamilnadu, Kerala, Bihar, Punjab apart from Delhi.

The first session was presided by the Hon’ble President Sh. Shyam Bihari Mishra. Inaugurating the session Mr. Mishra said that due to the pressure from trading community & most of the opposition parties, the UPA Govt. has deferred to decision of implementation of FDI in retail for the time being. The move can be taken out of the cold storage after elections in 5 states. Under the circumstances, we have to keep alive our movement against FDI vigorously. In a meeting with traders Sh. Anand Sharma Union Minister of commerce & Industry has proposed to form a committee of six members, three out of trading community which was out rightly rejected by Sh. Mishra who also insisted on total roll back. Today trading community needs unity.

The meeting was conducted by Secretary General Sh. Vijay Prakash Jain who also congratulated the entire trading community & all opposition political parties of India for a successful Bharat Vyapar Band against FDI. He also apprised the house about the regressive provisions of Food Safety and standard act, On one side they will be out of business as they will not be abide by on one side. It will increase their extortion by inspectors & authorities on other side the corruption is likely to increase manifold. We all our suppose to be awaken, our trade brethren to appose the same. He also red out the minutes of 3 previous executive committee meetings. Which were accepted by voice vote. He than invited the delegates to express their views on various issue on agenda.

Sh. Om Prakash Jain president of Delhi Grain Merchant Association stated that FDI in retail is a poisonous provision. Which will be detrimental to India’s channel of distributive system.

Sh. Prem Arora President Kirana Committee, Delhi affirm his all out support including Sufficient Finances to BUVM’ causes. Sh. Sushil Goyal President Chemical merchant asson. Stated that the legislation like FDI, GST, online trading, will enslave India economically. Proper finances are required for strong opposition and I declare an assistance of Rs. 11000/-. He further said that membership campaign should be vigorously started to enroll the member our association for their all-out support & necessary finances.

Sh. Dharmendra Sharma of India FDI Watch warned the monopoly of Wal-Mart, Tesco, Metro & Carrefour, Multi National Cos. which will monopolise the retail trade which will be detrimental to the interest of consumers traders farmers alike. FDI in retail in India has been oppose right from street to parliament. We should thank all political parties who stood firm against the Govt. decision. The decision has been suspended but not has been rolled back.

Sh. Shiv Kumar Jain, Vice President Haryana Vyapar Mandal appreciated the move of Sh. Mishra President BUVM to hold a successful trade India Band.

Mr. Virmani Crema Delhi Stated that the conspiracy of dislodging the crores of self employed will not be accepted at any cost.
 

Sh. T. Valliyan Tamil Nadu stated that Tamil Nadu was also completely Band along with Bharat Vyapar Bhand. He assured that more than 5000 delegates will participated in March towards Parliament. Govt. should refrain from making the policy against the interest of crores of self employed. The Govt. should also stop mediating for the multinational to take over the retail trade of India. His decision for all India Trade Band was a right decision at right time. The success has shown the solidarity of traders to save their trade. We should also educate the public at large as to why we are opposing FDI.

Sh. Gyan Chand Gupta, stated that Indian Trading Community has proved there solidarity.

Sh. Balkishan Aggarwal from Haryana stated that one has not able to understand as to why  Govt. of India is bent upon inviting the multinationals in retails sector. Where as our own system is competent to cater the needs of 120 crores strong population. Corruption, Black money & price rise are causing great damage to our economy, which should be taken care in the programme of March towards Parliament be made a grant success.

Sh. Pradeep Kumar, Delhi suggested that BUVM should go in a strong publicity campaign. Electronic & print media should also be made strong. The public at large should be educated about the ill effects of FDI. Online trading is not a trade but a speculation needs to be banned immediately.

Sh. Gyan Chand Varshney Vice President UP was also of the opinion made by earlier speakers.

Sh Kailash Gupta stated that Delhi is center of trading activities as the traders from all over come here. They should take the message of our activities from Delhi. There is the need awareness & education not only to the traders but the masses in this regard. All the resolution & decision should be implemented & taken care.

Sh Radhey ShyamSharma Delhi said that 90% of population is depended on trade, small industry & agriculture. Govt. of India has not taken proper care in the past & now is bent upon handing over the economics of India to multinationals which is going to  ruin our economy.

Sh. M.K. Nair Vice president KVVS stated that Mahatma Gandhi gave a call to quit India now the Govt. is giving call to welcome to India to uncle sam & his collogues to rob India which we should not permit. Govt. is propagating that FDI in retail will provide employment & reduce price rise is totally false. We will not permit the invasion of corporate retail in Kerala as the traders are aware & we will educate & aware the masses also. We have decided to demonstrate on Parliament to make it grand success to pressure govt. of India to refrains from permitting the FDI in retail. We have given a slogan. “Chalo Delhi” many provisions – clauses of food safety act are detrimental to trade. High Fines upto 10 Lack and imprisonment. Provisions will escalate corruption, as lacks  of lacs self employed people will be jobless.

Sh. J.S Sachdeva from Bihar & Punjab stated that Bharat Vyapar Band timely call was a grand success in both the states. A number of demonstrations were held and effigies were also burnt. Action should be take to all resolution & decision taken in the meeting.

12 Resolution were read out & unanimously adopted. Finally Sh. Manohar Lal Kumar Chairman BUVM stated that Bharat Vyapar band was a grand success. It will certainly boost our efforts to save the Trading Community from extortion. He also-thanked all the delegate who had joined today to sort out the common causes.

Resolution No. 1 :  FDI in retail : Thanks to Opposition parties and trading community

This executive Body of BUVM sincerely thanks to entire Trading Community for observing Bharat Vyapar Band on 1st  Dec. 2011 showing their unity and solidarity, members of Parliament, Political Parties for their active support, the Central Govt. has suspended FDI in retail on the call of BUVM.

Resolution No.2 : Agitation against FDI in retail shall continue

This executive body of BUVM resolves that FDI in retail should not be permitted on Indian soil at any cost. The following progammes will be undertaken.

(A) Post Card Campaign : The entire trading community shall send postcards to PM & UPA chairperson, opposing FDI in retail. Office bearers of all state, district and cities associations, shall send a list of the postcard sent to the Central office at New Delhi.

(B) Demonstration : The trade associations all over will demonstrate on whole-sale depose of MNC’s at least once a month from 10 AM to 4 PM.

(C) Boycott MNC depots: This body of BUVM appeals to the entire trading Community and people of India to boycott MNC depots and not to buy any commodity.

(D)  This body of BUVM also decides to hold a huge demonstration/March to Parliament on 22^nd February 2012. To make it a big success necessary publicity by way of Posters, Hand-bills, wall painting, hoarding be undertaken. A wide publicity be made in print & electronic media to highlight the ill effects of FDI in retail trade to common man.

(E) This body of BUVM decides to present memorandums to all MPs, MLA’s & the chiefs of various Political parties handing over memorandum to them in person against FDI in retail.

(F) This body of BUVM decides to arrange strong demonstrations in respective state capitals between 20 Jan to 28 Feb 2012 on One day.  

Resolution No. 3 : On food safety & standard Act

This body of BUVM demands from the central Govt. to consider again the certain provisions of FASSI so as to control the extortion and corruption of the dealers. The act in its present form is not perceptible hence not acceptable.  

Resolution No. 4 : On abolition of Corruption

This corruption is infested in all Govt. offices. To fight the Corruption the trading community has to come forward & inform such cases to BUVM Central office at New Delhi. So that to take necessary action in the regard. The traders are appealed not to give bribe for their work. There may be initial difficulty but they should scarify for their fight against corruption and self respect.

Resolution No. 5 : On GST and VAT

This body of BUVM appeals to Government of India for a single, transparent and corruption free system. The dealers should file the return at one level. Then revenue should be distributed between the center state as per arrangement. The corruption has increased manifold in most of the states VAT departments should make VAT refund immediately.

Resolution No. 6 : On Tax free food grains, pulses & oil seeds

This body of BUVM appeals Govt. of India not to levy any tax on food grains, pulses & oil seeds to provide cheap food to common man. The mandi cess should be levied upto ½ percent uniform in the entire nation..

Resolution No. 7 : Online trading

This body of BUVM states that online trading is nothing but speculation due to which thousands of trader are committing suicide, be banned.

Resolution No. 8 : On providing small built up/shops/outlets for street vendors.

This body of BUVM states that, since  India is a land of retail democracy & more than 2 crores pavements & street vendors are engaged in the catering the needs of common man, The Government of India should provide small shops unit so to say 8’x 8’ to 12’x 5’ on a reasonable interest & installments to provide a permanent employment to them.

Resolution No. 9 : On formation of Trade(s) welfare/development corporation

This body of BUVM appeals to Central & state Governments to constitute formation of Trade(s) welfare/development corporation in the National interest.

Resolution No. 10 : On SSI & cottage industry

This body of BUVM demands the Central Govt. to protect & develop the small scales a cottage industrial units. This sector should be protected, electricity and cheep loan be provided. This will be instrumental in creating new jobs increase industrial out put, prevent price rise & shall also prevent exodus of village population to cities.

Resolution No. 11 : On Traders Credit Card

This body of BUVM appeals to the Central Govt. to bring a scheme of Credit Cards to felicitate the Financial requirement to small & middle class traders.

Resolution No. 12 : On membership campaign

This executive body of BUVM resolves that an intensive campaign to enroll members shall be undertaken and all the office bearers should take active part.
